Dave Wilcox
President & CEO

Dave co-founded GSX in 2003 to focus on the deployment and implementation of industry best practices in leveraging validated competency metrics for assuring a high-performing workforce. GSX develops strategies and best practices for industry and government in the application of these best practices to support their mission or business models.

Subsequent to becoming a graduate and a Licensed Professional Electronics Engineer, Dave was commissioned as an officer in the United States Air Force (USAF).

While serving at the Rome Air Development Center (renamed as Rome Laboratory), he was engaged in the design and implementation of command and control systems for the U.S. military and the North Atlantic Treaty Organization (NATO). It was in this capacity that Dave attained patents in Electrophotographic imaging.

Upon discharge from his commission, Dave went on to create Wilcox Training Systems and Executive Effectiveness, Inc. where he provided quality leadership, strategic management, and training for Fortune 500 companies (e.g., Xerox, ADP, IBM, Corning) along with the U.S. Department of Defense (DoD) and State Agencies, while attaining a master’s degree in education.

In 1998, Dave was appointed as Executive Deputy Director of the National Skills Standards Board (NSSB) where he was responsible for infusing industry defined skill standards and credentials in the Workforce Development and Educational Systems of the United States.

As a result of his engineering attainments, business practices, and voluntary public service leadership, Dave has been recognized in many publications including “Who’s Who in America” for over thirty-five years. He continues to serve on National and Regional Boards and Committees.

SOME X-FACTS ABOUT DAVE
  • Dave has three daughters and five grandchildren (including two sets of twins).
  • He is an official Kentucky Colonel.
  • An important note, a fan of Elvis, Dave met Elvis and Priscilla at a reception for the “Ten Outstanding Young Men of America” and discussed his then recent engagement as a DEA agent for President Nixon.
